Abstract
The program to empower the local transmigrants seemed to be only
formality. The program were not able to
develop their ability in making decision, self reliance, involving in
democracy, and self education.
Limitation in capability of the human resources of the local
transmigrant was the main obstacles for them to manage and to use the richness
of the natural resources in pulau Enggano. The inherited cultures and subsisten
system of the local transmigrant influenced in accepting the new changes. The official enforcement could not be applied
in order to prevent the contrary action.
Finally, the farmer and fishermen of Enggano did not have a good
bargaining in marketing their produces.
Transportation by a ship to Bengkulu is very expensive and only once a
month. With a big hope, they came to
Bengkulu to bring their produces.
However, buyers and retailers are playing a rule for the prices of
Enggano’s produces.
